Issue 2, also known as the Adult Use Marijuana Legalization Initiative, is on the Ohio ballot as an initiated state statute scheduled for November 7, 2023. It aims to legalize and regulate the adult use of marijuana for adults aged 21 and above, covering aspects like cultivation, processing, sale, purchase, possession, and home growth of marijuana.
Issue 2 is primarily focused on the regulation of adult-use marijuana and does not alter the existing medical marijuana program. However, by expanding the overall market, this might lead to improved economies of scale which could potentially affect pricing in the long term.
Issue 2 legalizes and regulates adult use marijuana for adults 21 and over in Ohio, including its cultivation, processing, sale, purchase, possession, and home growth. It establishes a Division of Cannabis Control for regulation and licensing, and taxes marijuana sales at 10%, with revenue directed towards a cannabis social equity and jobs program. It also preserves the rights of employers and landlords to enforce restricting policies for cannabis use and allows local communities to limit or prohibit marijuana businesses.
Issue 2 doesn't make it a right for people in Ohio to smoke marijuana because of proper protections. Just like with medical marijuana, employers can still have rules against cannabis use at work, and landlords can say no to cannabis use on their property.
